Accessibility
This statement applies to the Milton Keynes UK City of Culture 2029 consultation survey at mk2029.bid. It is published in line with the UK Public Sector Bodies (Websites and Mobile Applications) (No. 2) Accessibility Regulations 2018.
How accessible the site aims to be
This site has been built to target WCAG 2.2 Level AAA — the highest of the three conformance levels. AAA is a deliberate, opinionated choice: the bid the survey supports is about reaching the whole creative population of Milton Keynes, which means designing for the widest possible range of people.
How we’ve built it
- Every page works without JavaScript. Animations and smooth transitions are upgrades, not requirements.
- A High contrast toggle and text-size controls sit in the footer of every page, persisting across visits.
- Every interactive control is reachable and operable by keyboard alone.
- Body text contrast meets the AAA 7:1 ratio against the page background. Large text and interactive elements meet 4.5:1 or better.
- All interactive targets are at least 44×44 CSS pixels.
- The site honours your operating system’s reduced-motion preference. Animations switch off automatically.
- The site supports Windows High Contrast and Forced Colors modes.
- There are no time limits on completing the survey.
- You can save your progress and come back later from any device by providing an email address — we send a one-time link only when you first sign up or use the resume page.
Known issues
Reading level of the survey questions (WCAG 3.1.5)
The 10 survey questions are authored by the Milton Keynes UK City of Culture 2029 bid team in the official bid-framework language. That language is required to track responses against the bid criteria. The wording reads at a higher reading age than the AAA Reading Level criterion (3.1.5) allows.
This is a known and documented exception. We mitigate it by:
- Maintaining a glossary of jargon terms used in the questions — see our glossary page. Jargon words inside questions are underlined and explained in a small popover on hover/focus.
- Offering in-person workshops where the bid team work through the questions in plain conversation.
- Writing every other piece of text on the site (buttons, labels, errors, this statement) at a plain-English reading level.
